camera macro function

Should I get an camera lens with or without IS/OS?
I know it’s a lot of questions in one, but here goes. I have a Canon XSi, and I’m trying to decide how helpful the lens’ IS function would be.
My choices are:
Canon 70-300mm ($?)
Canon 75-300mm (~$300)
Canon 70-300mm IS ($850!!!!)
Sigma 70-300mm DG Macro (~$230)
Sigma 70-300mm APO DG Macro (~$330)
I have NO idea which is best, or if I should go with IS. I don’t want to wait that long to save for IS if it’s not going to do that much. I use my camera for macro fairly often, so that would be a nice feature, but I don’t know much about Sigma.
I usually have a tripod wiht me, but don’t always use it (I can, if that’s all I need to do to save some $500 dollars on IS. Haha.)

Another question is the difference between USM, EF, and EF-S
IMHO: when you buy the Canon camera it is because of the Canon lenses. My rule of thumb for tele-zooms is:
First, buy the fast lens f 2.8 to f 4 then, buy image-stablization (IS).
My recommendation is a Canon lens (1) 70-200 f 2.8 IS USM (2) 70-200 f2.8 USM, (3) 70-200 f4 USM (4) 70-300mm f/4-5.6 IS USM
USM – silent wave motor (fast quiet focusing mechanism)
EF – Canon mount for full and cropped frame cameras
EF-S – Canon mount for cropped frame cameras only
