I want an Cingular or AT&T phone?

I dont live in USA and i want to ask to my parent to buy me a phone on Cingular or AT&T stores, but do they have to be Cingular or AT&T clients or to become their clients because i just want the phone. And can u tell me which phone (bluetooth; memory; camera) but it shouldnt be over 100$.

Usually the phones are only sold with a service contract.

Since you need a GSM phone I would suggest you get one off of eBay.
