camera stops explained

When photographing a running tap… long exposure day time?
How should i set up my camera, im learning about f-stop appeture etc, can somebody please explain this to me!
I would like the water to look sort of cloudy,
I’d use aperture priority and set your camera to a small aperture (large number f/32 or similar) – This lets minimal light in. Make sure your ISO is on the lowest setting i.e ISO100 or thereabouts and take the shot.
If it’s still not cloudy or motion blurred, use a neutral density filter (x4.. or x8 which is what I use) which will reduce the light by 4 or 8 stops respectively.
You’ll probably need to mount the camera on a tripod or beanbag or something steady and use a remote release or the timer to stop camera shake as the exposure time is likely to be a second or more.
You’ll get the results you are looking for if you follow the instructions.
