Camcorder and camera have totally different functionality and even though each can complement other ,I would suggest go for what you really need. You cannot carry camcorder to all places you go but you can surely take a compact digital camera where ever you go and take snaps quickly.

As far as which one is better , first define your specs for example
how many mega pixels ,optical zoom , digital zoom ,modes, rechargeable battery etc …. Once you have all the specs ,go to dpreview and check for the best camera and deal.
