Digital Camera with the most in-camera special effects?! Please Help!!?

I’m looking for a digital camera and the main thing I’m really looking for is simply the most special effects, such as: color tint (ex:sepia), adding sparkles and such, morphing the photo, etc. Please suggest models and makes! Thanks so much, and any help would be appreciated!
Also, some special effects I want include making the photo like it is a cartoon, painting, x-ray vision looking thing, etc. I hope you all can understand what I mean by this… I’m not very informed about digital cameras. Ultimately, what I am looking for is called “in-camera effects”… like photoshop but you can add all of the effects inside of your camera. Oh yeah, and the cheapest camera possible would be good too! Thanks!!!
oh, and the fisheye effect!

i have never heard of a camera having sparkle effects, but i do reccomend Kodak EasyShare M863. It has face detection, takes pictures in high definition, you could edit (crop, perfect touch technology etc.) pictures in the camer and you can save them. you can make a film strip with the video you take and it looks really cool when you print it.
you can also add a sound tag to a certain picture.
