What digital camera has the best film (video) quality for a cheap price, under 150?

I have a Kodak digital camera I bought for 100 dollars and 40 dollars extra for the memory card. But it doesn’t film at night. Which sucks. Plus when I film something it’s all blurry. I want to do professional videos, but I don’t want to spend too much. Does anyone know a digital camera I can buy for 150 and under, the lowest price possible. I want the picture quality to be perfect during the day, and nightime vision isn’t a big concern right now. thanks.

You want to find something with high mexapixels. Most cameras are 8, 10, even 12 mexapixels nowadays. And are usually around the $150 price range!
Canon and Nikon make really good video quality, but I think Sony is the best. Olympus is okay.
