I’m looking at the picture on the bottom, where it shows several shots of the same girl (left hand side of the 2008 part of card) – the opacity level looks different.

Could someone tell me what this effect is called and if at all where i could find a tutorial of how to perfect it online?

Also, I’ve tried messing around with the opacity on my photos, but i’m unable to do it – - this is why I’m pretty sure there’s got to be a tutorial of some type out there to show one how to do this effect!

That is a simple layer opacity trick, as you surmised. The translucent figures must be on their own layer and the opacity set to whatever value you like, while the top layer is set to 100%. That easy.
