Sony Digital camera, shutter delay?

My parent’s Sony Cyber-shot model dsc-w55 has a long shutter delay that prevents us from getting the best shots of my little niece. The shutter delay is turned off and we can’t find a way to adjust the shutter delay. We no longer have the manual, either, and I haven’t been able to find one online.
How can I fix this camera?
Ah, oops. The shutter delay isn’t turned off, the self-timer is.
I’d already been to sonystyle.com and found no manual there. And it’s shutter delay, not the self-timer, that I’m trying to correct.
